Maybe it's just a sign of my experience, but I think DC-style means blocking a street so no traffic can get through on either side while the officer strolls up and down the street at a leisurely pace...

In Madrid we have similar sons of satan. Here they are smart cars with two cameras attached to the roof that try to hunt cars which "invade" the bus-only lanes.
