Wow. First, I can't even belive that such a declaration would even be legal. Second, there isn't even a date mentioned when voting would resume! It simply states, "as soon as practicable".

And damn, I hate the word "practicable". It is basically just the pompous version of "practical" and is only used by those wishing to appear smarter than they really are. Like Blanco, for instance.

I suppose the problem is that New Orleans can't figure out how to count the vote without their election machines, which tend not to work after a bath. Maybe they should ask Iraq to send some hand-counters.
