This indicates to me that he's not very familiar with US electoral politics, he's just plain stupid, or MEMRI got the translation (or its implications) wrong. If you were OBL, would you take attacks in New York, California, D.C. and Massachusets off the board?
Better increase the alert level in Alaska, though.
